Subrace: Problem

While I was designing a new toon, i came across a subrace that looked cool to have and it was called:
"Tulani". when I loged into the game no feats or abilities were given and I was a little confused on what I might have done.

I was wondering could you please make this subrace possble to use and inputted into the subrace list becuase i don't think this one works yet.
